Using roadmaps for evaluating strategic research and development: lessons from Japan's Institute for Advanced Industrial Science and Technology

Abstract

With the introduction of an outcome-oriented strategic evaluation system specifically designed to foresee and monitor research and development outcomes, research units in Japan's National Institute of Advanced Industrial Science and Technology (AIST) have come to have a clear strategic agenda for formulating R&D scenarios and roadmaps that contribute directly to AIST's missions. This evaluation system and AIST's broader R&D outcomes agenda have been greatly enhanced by using roadmaps with clearly articulated goals, milestones, and benchmarks. This paper reports on the development and results of the evaluation system using roadmaps to guide AIST's research units and projects toward AIST's mission. Copyright , Beech Tree Publishing.
