Portfolio review expert panel (PREP) process: a tool for accountability and strategic planning to meet research goals

Abstract

Faced with increasing demands to demonstrate performance and accountability, federal agencies are required to provide convincing evidence that they are effective in managing and accounting for tax dollars used to address national concerns. Federal research and development endeavors, comprised of numerous programs and thousands of research projects, have faced a particularly daunting task in assessing their progress through evaluations and performance measures (Cozzens, 1977). This paper presents a portfolio assessment method developed particularly for program improvements that also responds to performance and accountability requirements. The method can be adapted by other government or non-government research entities that use expert scientific panels to review evidence of achievements as well as providing guidance for scientific endeavors.
