A Shift in the EU’s Energy Policy Authority

Abstract

The European Union gained the ability to shape energy policies with the 2008 Lisbon Treaty. However, this authority is shared in a complex and competitive landscape, involving both governmental and non-governmental players. This article explores the EU’s role in the energy sector, particularly in the context of the European Green Deal and the 2022 energy crisis, employing the idea of liquid authority.
