Cadre analytique applicable aux contrats de performance dans le secteur public

Abstract

Depuis le début des années 90, les pays Membres de l’OCDE se tournent de plus en plus vers la sous-traitance pour améliorer le rendement de la fonction publique. Cet intérêt accru est né d’un certain nombre de difficultés d’ordre général qui se posent aux structures administratives traditionnelles. Celles-ci doivent notamment accroître leur efficacité en démontrant une grande capacité d’adaptation et beaucoup de souplesse, et composer avec la pression croissante qu’exercent la dette publique et les déficits financiers accumulés. « Les gouvernements doivent s’employer à mieux faire en utilisant moins de ressources, et surtout en agissant différemment. »
