Université, externalités de connaissance et développement local : L'expérience d'une université nouvelle

Abstract

La contribution économique des établissements universitaires au développement de leur territoire d’accueil peut être perçue à deux niveaux. L’impact des universités peut être perçu à travers les conséquences directes de l’investissement initial et les effets des dépenses des étudiants, du personnel ou de fonctionnement sur l’environnement. Mais, on peut aussi les considérer comme des institutions publiques poursuivant tout à la fois des missions d’enseignement supérieur, de formation et de diffusion du savoir qui contribuent à l’accumulation locale de capital humain et des missions de recherche, de création de connaissances nouvelles favorisant le progrès technique sur le territoire d’accueil. Mais, cet apport a souvent été négligé dans les études d’impact. Aussi, l’objectif de cet article est de s’interroger sur l’impact de la création d’universités nouvelles, en termes d’externalités de connaissance, sur le développement économique de leur territoire d’accueil.
