Abstract

Les dépenses sociales publiques s’élèvent à 25 pour cent du PIB, voire plus dans certains pays. Des dépenses d’une telle ampleur ont très vraisemblablement quelque effet sur la croissance, mais les avis divergent quant au sens dans lequel s’exerce cet effet. A partir de nouvelles sources de données et de techniques économétriques exploitant des données de panel, l’ouvrage jette un nouvel éclairage sur la question. Certaines observations viennent corroborer l’idée qu’un accroissement des dépenses sociales nuit à la croissance. Toutefois, des dépenses sociales « actives », – incluant les politiques actives du marché du travail, les mesures qui valorisent la reprise d’activité et les dépenses en faveur des services aux famille – semblent avoir l’effet opposé et sont peut-être favorables à la croissance.
