Good Governance and Reform of Public Administration in Bulgaria

Abstract

The paper’s objective is analyze the relation between good governance and public administration reform and to outline the key challenges in achieving a modern type of governance and well-functioning and transparent administrative system in Bulgaria, capable to apply the best European practices and policies. The research summarizes the main results, achievements and shortcomings of the reform process and reveals that the progress has been slow and more limited than expected despite all eff orts of the governments during two decades of purposeful reforms and important financial and technical support from the EU in the pre-accession period.
