Measuring Government Performance: The Case of Government Waste

Abstract

Proposes a method of monitoring government performance by modeling citizens' perceptions of government waste as some positive function of actual waste, technologically efficient costs, and waste perceptions reflecting idiosyncratic perceptual screens. Illustrated that it is feasible to employ survey responses from individual citizens revealing their assessment of how well their government is performing.
