Abstract

With the purpose of evaluating recent advances in innovation policy in Brazil, this article proposes to characterize firms with financial constraints to innovate. The characteristics of financially constrained firms are compared between the three-year periods before and after the implementation of the main instruments for financing innovation in Brazil. This work also considers whether firms that obtain public funding for innovation suffer from financial constraints. An assessment is made of the criteria for granting public funding for innovation. The 2005 and 2008 editions of PINTEC were used for estimation of complementary log-log models and instrumental variables.
