Abstract

There is a new class of entrepreneurs that has appeared in the social structure of Russia recently, that will define the future socio - economic character of the country. It is this class that will search for new approaches and forms of socio - economic interaction of power bodies at the federal, regional and municipal levels with businesses to develop the main wealth producing areas of society - the nations human capital.
