Les Russes de l’étranger proche : le théme diasporique et ses lobbies en Russie

Abstract

La place du thème des Russes de l’étranger proche sur la scène politique russe est analysée ici à travers l’évolution de la « question diasporique » depuis les années 1990 et la structuration des divers lobbies de défense des Russes. L’appropriation de cette question par l’État dans la deuxième moitié des années 1990 et la mise en œuvre, en 2006–2007, d’un programme visant au rapatriement volontaire des Russes confirment que la question des compatriotes participe aujourd’hui des nouvelles stratégies de l’État russe en faveur de son « redressement ». Elles sont également le signe de la lente normalisation de cette thématique qui quitte le champ du nationalisme radical pour être abordée de manière plus pragmatique.
