Politiques de transport : où en sont les Régions ? Actions, doctrines et institutionnalisation

Abstract

Since a long time, French Regions have contributed to investments concerning road and high speed train networks, owing to a relationship between the State and the regional level of public affairs administration. Since the 1980’s, Regions have become elected local public authorities, and they are now the authorities responsible for regional passenger transports. During time, the Region institutionalization process has been based on this specific competency and has been reinforced by it as well, in interaction with the rise of environmental concerns. This paper is based on a pluridisciplinary and comparative survey in 2005-2006 on six French Regions in actions – Alsace, Centre, Midi-Pyrénées, Nord-Pas de Calais, Provence-Alpes-Côte d’Azur, Rhône-Alpes – aimed at identifying the regional doctrines that underlie their transport policies and at approaching the « counter logical of action » that appears to be a characteristic of the Regions way of action.
