Abstract
The Brazilian stricto sensu postgraduate programs that include master and / or doctorate courses are evaluated by Coordination for the Improvement of Higher Education Personnel (CAPES - Coordenação de Aperfeiçoamento de Pessoal de NÃvel Superior). The evaluation method used by CAPES is recognized in national and international context. However, several elements of the evaluation method can be improved. For example: to consider programs diversity, heterogeneity and specificities; to reduce subjectivity and to explain how indicators are grouped into different dimensions to generate a final result, which is scoring level reached by a program. This study aims to analyze the evaluation process by CAPES, presenting questions, difficulties and objections raised by researchers. From the analysis, the study proposes an alternative evaluation model for postgraduate (MAPA - Modelo de Avaliação para Pós graduação Alternativo) which incorporates fuzzy logic in result analysis to minimize limitations identified. The MAPA was applied in three postgraduate programs, allowing: (1) better understanding of procedures used for the evaluation, (2) identifying elements that need regulation, (3) characterization of indicators that generate local evaluation, (4 ) support in medium and long term planning.
