Kentsel Mültecilerin Kente Uyum Süreçlerinde Konuta Erişimleri: Hatay Örneği

Abstract

İçinde bulunduğumuz çağ kitlesel göç hareketlerinin pek çok farklı gerekçeyle ve dinamiklerle gerçekleştiği süreçleri barındırmaktadır. Kitlesel göçün, kentler ve kentsel politikalar üzerinde pek çok etkisi olduğu birçok araştırmada tespit edilmiştir. Türkiye 2011 yılından beri, Suriye’den gelen zorunlu kitlesel göç hareketinin sosyal, ekonomik, kültürel ve mekânsal etkilerini deneyimlemektedir. Dört milyona yakın Suriyeli mültecinin konuta erişiminin nasıl gerçekleştiği, barınma sorununun nasıl çözüldüğü ve bunların Suriyeli mültecilerin kente uyum süreçlerine nasıl yansıdığı araştırılması gereken ve önemli boyutları olan konulardır. Bu çalışma, Hatay’da yaşayan Suriyeli mültecilerin kente uyum süreçlerinde önemli bir faktör olan, konut deneyimlerini; yerleştikleri mahalleyle ve kentle kurdukları ilişki üzerinden incelemeyi hedeflemektedir. Bu araştırmadan elde edilen en önemli sonuç, konuta erişim faktörünün, Suriyeli mültecilerin kentsel uyum süreçlerinde, önemli bir politika başlığı olarak geliştirilmesi gereken bir husus olduğudur. Bu çalışmanın bulguları “Kentsel Mültecilerin Adaptasyon ve Uyum Süreçlerine Yeni Bir Bakış Açısı: Kapsayıcı Kent İnşası Amaçlı Sosyal İnovasyon Deneyi” başlıklı, 117K826 Kodlu ve TÜBİTAK 1003- Öncelikli Alanlar AR-GE Projeleri Destekleme Programı kapsamındaki araştırma projesinden elde edilmiştir.
