Szempontok és javaslatok a foglalkoztatáspolitikát támogató regionális migrációs politika kialakításához

Abstract

A XXI. század elején az egyesült Európában a nemzetközi vándorlás új értelmet nyert. A népesedési folyamatok módosítják az egész népesség és ezzel a munkaerőforrás nagyságát, összetételét. A XX. század második felében a demográfiai folyamatokra az volt a jellemző, hogy a legtöbb fejlett országban a halandóság és a termékenység igen alacsony szinten stabilizálódott, a népesség természetes növekedése megállt. Ugyanakkor a vándorlások megélénkültek, a vándorlók száma 1975 óta megduplázódott. Általánosan jellemző, hogy egy ország lakosságának 2-5%-a él tartósan távol hazájától. Ma már a világ népességének 2,9%-a (mintegy 175 millió ember), vagyis a világ minden 35. lakosa szülőhazáján kívül él (IOM 2003). Ebből a többség, 100 millió ember a fejlett országokban talált új hazára. A munkaerőforrás nagysága, szerkezete pedig determinálja a gazdaság teljesítőképességét.
