Közszolgálati etika – elvont ismeretek halmaza vagy sürgető gyakorlat?

Abstract

Az értékrend alapvetően meghatározza egy társadalom (időben és térben is változó) közgondol-kodását, ami oktatással formálható. Mégis az elmúlt két évtizedben a hazai felsőoktatás képzési és továbbképzési programjaiban az értékrendhez kapcsolódó az erkölcs, ill. az etika oktatása (tisztelet a kivételnek) a filozófia tárgy kereteiben jelent csak meg. Mérnök és közgazdász hallgatók szerezhettek úgy diplomát, hogy erről az általunk fontosnak ítélt kérdéskörről nem, vagy csak érintőlegesen szerezhettek ismereteket. Nem meglepő, hogy ennek következményeivel a gyakorlatban nap, mint nap találkozhatunk, ill. következményeinek szenvedő alanyai lehetünk. A szerzők tanulmányukban részben ennek okait, másrészt a közszolgákkal szemben támasztott elvárásokat veszik számba.
