A kibocsátás kereskedelem elméleti és gyakorlati vetülete

Abstract

A szerző összefoglalja a CO2 kibocsátás kereskedelem hátterét. Egy olyan hosszú távú stratégiai modell kifejlesztésére összpontosít, amellyel a jelenlegi CO2-kvótaárak a 2016-2020-as vizsgált időszakra hedzselhetők. A modell gyakorlati működőképességét a Mátrai Erőmű (Visonta/Magyarország), mint reprezentatív barnaszén erőmű hosszú távú terve alapján mutatja be a hozzá kapcsolódó üzemgazdasági hatásokkal. A modell alkalmazása a gördülő árhedzselés funkciójával hosszú távú stabil CO2-kvótaárakat biztosít és ezáltal semlegesíti az áringadozásokat, amelyek a kibocsátás-kereskedelem kialakítása miatt állnak elő. A barnaszénerőművek üzemeltetői visszakapják tervezési biztonságukat, és ismét abba a helyzetbe kerülnek, hogy stabil alapon hozhassanak stratégiai döntéseket, pl. az erőmű fenntartásába és bővítésébe történő beruházásokról.
