Decentralization, Natural Resources and Firm’s Budget Constraint

Abstract

Di beberapa negara, sumberdaya alam menjadi faktor perbedaan interregional yang signifikan. Sumberdaya alam dapat dilihat sebagai sebuah fungsi produksi yang tidak bergerak, menjadi spesifik terhadap region tertentu, yang mempengaruhi budget constraint dari perusahaan. Qian dan Roland (1998) menunjukkan bahwa budget constraint menjadi semakin binding dalam skema desentralisasi. Tulisan ini merupakan replikasi dalam temuan tersebut, dan sebagai tambahan, menunjukkan bahwa jika sumberdaya alam hanya digunakan oleh sektor yang menerima subsidi, maka eksistensi dari endowment sumberdaya alam akan melonggarkan budget constraint. Meski demikian, jika sumberdaya alam merupakan input bagi semua proses produksi di region tersebut, hasilnya cukup berbeda. Peningkatan endowment sumberdaya alam memungkinkan pelonggaran atau pengetatan budget constraint dari perusahaan, tergantung kepada tingkatan dimana sumberdaya alam dan infrastruktur merupakan komplemen atau substitusi.
