Abstract

Krisis ekonomi yang dialami Indonesia sejak pertengahan 1997 mengindikasikan adanya “shocks” di berbagai bidang. Salah satu “shock” indikator yang banyak dibahas oleh banyak pihak dan bahkan menjadi topik utama berbagai penelitian adalah masalah kemiskinan, karena erat kaitannya dengan harkat dan martabat manusia serta memiliki aspek multidimensi, sehingga masalah pengentasan kemiskinan memerlukan penanganan yang berkesinambungan terpadu dan menyeluruh, serta analisis yang cermat dan tepat dalam melihat permasalahan yang ada. Ukuran-ukuran kemiskinan sebagai penentu kebijakan masih menjadi bahan diskusi oleh berbagai kalangan, yang pada dasarnya bertujuan untuk mengetahui siapa, di mana dan bagaimana karakteristik mereka yang miskin sehingga program-program pengentasan kemiskinan yang diselenggarakan tepat sasaran. Semua hal tersebut juga dimaksudkan agar para penentu kebijakan dalam penanganan masalah kemiskinan dapat mengambil keputusan dengan tepat.
