Three Decades of Agricultural Growth in Indonesia: The Role of Land-use Intensification

Abstract

Intesifikasi penggunaan lahan dapat berupa penggunaan lahan yang bersifat areal intensif dan yang bersifat input intensif. Areal intensif menunjuk pada proporsi areal tanam terhadap total lahan yang dapat terolah, sedangkan input intensif lebih mengarah pada intensitas penggunaan faktor produksi biologi-kimiawi. Program intensifikasi seperti BIMAS. INMAS, INSUS dan OPSUS berperan sangat besar dalam pembangunan pertanian selama tiga dasawarsa terakhir. Dengan bertambahnya jumlah penduduk dan angkatan kerja, kecenderungan untuk memperluas areal tanam juga meningkat yang pada akhirnya meningkatkan proporsi areal tanam terhadap total luas lahan yang dapat diolah. Semakin kecil rasio lahan terhadap tenaga kerja, semakin intensiflah penggunaan faktor produksi biologi- kimiawi, dan produktivitas lahanpun akan makin besar. Indeks penggunaan factor produksi biologi-kimiawi berbanding terbalik dengan penguasaan lahan, tetapi berbanding lurus dengan jumlah angkatan kerja dan areal irigasi.
