An Interregional Social Accounting Matrix for Indonesia: Theoretical Background and Construction

Abstract

Dewasa ini masaiah kemiskinan, pemerataan dan distribusi pendapatan merupakan salah satu masalah dominan dalam pembangunan di negara-negara di dunia termasuk di NSB. Sejak kurang lebih tiga dasa warsa yang lalu. Social Accounting Matrix atau SAM (BPS menterjemahkannya sebagai Sistem Neraca Sosial Ekonomi atau SNSE) merupakan kerangka data dan analisis yang' dikembangkan untuk menjawab pertanyaan-pertanyaan yang berkaitan dengan masalah-masalah tersebut diatas. Selain menggambarkan distribusi pendapatan antar berbagai factor produksi, institusi, dan sektor produksi suatu negara (daerah) tertentu pada suatu saat tertentu, SAM juga dapat digunakan sebagai kerangka dasar dalam analisis masaiah kemiskinan dan pemerataan dengan menggunakan teknik dan model seperti Structural Path Analysis dan Computable General Equilibrium Model. Di Indonesia sendiri SAM dikembangkan sejalan dengan makin besarnya perhatian yang diberikan terliadap aspek pemerataan dalam pembangunan. Saat ini BPS telah menerbitkan SAM untuk tahun-tahun 1975, 1980, dan 1985. Lebih jauh lagi, penulis makalah ini telah mengembangkan Interregional SAM (IRSAM) untuk Indonesia. Dalam IRSAM tersebut Indonesia dibagi menjadi dua daerah yaitu Center region (Pulau Jawa) dan Outer region (daerah lainnya). Makalah ini bertujuan untuk menerangkan baik dasar teori dan proses pembentukan IRSAM tersebut, maupun analisis dasar distribusi pendapatan seperti yang digambarkan IRSAM tersebut.
