Abstract

Memasuki 1988 suasana lebih ditandai oleh pesimisme terhadap perkembangan global perekonomian dunia. Paling tidak, ada tiga factor yang melatarbelakanginya: pengaruh "Senin Kelabu" di bursa saham New York pada bulan Oktober 1987 diperkirakan masih akan terasa; proteksionisme belum mengendur, ditambah pula dengan Uruguay Round yang belum menghasilkan kesepakatan untuk mengatasi permasalahan-permasalahan yang dihadapi dalam perdagangan internasional; dan masalah hutang yang menjerat perekonomian Negara Negara sedang berkembang. Secercah harapan menutup tahun 1987 dengan ditandatanganinya perjanjian penghapusan senjata nuklir jarak sedang (INF Treaty) oleh Amerika Serikat dan Uni Soviet.
