Abstract

The idea for a "new round" of Multilateral Trade Negotiations under the GATT was publicy announced in 1983, by Japan and the United States, barely a year after the unsuccessful attempt by Ministers from both developed and developing GATT contracting parties to prevent protectionism from spreading and worsening. Developing countries' reaction (including Indonesia) to the idea of a new round was cool and reserved, due to the fact that the agreements reached during the previous Round as well as the work program adopted at the 1982 Ministerial meeting, had not been seriously put into effect
