Abstract

Dewasa ini, bidang "public finance" telah merupakan suatu studi yang penting dan komprehensif mencakup berbagai masalah ekonomi yang berkaitan dengan perkembangan pengeluaran pemerintah untuk keperiuan masyarakat. Kenyataan menunjukkan bahwa elastisitas GNP terhadap pengeluaran pemerintah tersebut bagi negara sedang berkembang adalah positif. Kenyataan ini seringkaii dikaitkan dengan pandangan poiitis ataupun pendapat bahwa hal tersebut sebagai akibat umum dari pertumbuhan pendapatan nasionai. Berdasarkan studi-studi sebelumnya, terutama dari Musgrave, di sini dibahas permasalahan dan perkembangan studi dalam bidang pengeluaran untuk masyarakat dan penerimaan dari masyarakat yang kiranya dapat mendorong penelitian dan bahasan dalam bidang ini lebih lanjut.
