A New Approach to Indonesian Food Crop Planning

Abstract

Usaha pencapaian swasembada beras telah menjadi pusat perhatian dalam strategi pertanian di Indonesia sejak awal emerdekaan. Intensitas usaha ini lebih ditingkatkan lagi mulai Pelita I sampai sekarang, dan walaupun dalam Pelita II dan III strategi pertanian telah meiiputi peningkatan produksi semua jenis tanaman pangan namun kebijaksanaannya yang utama tetap tertuju pada beras. Tulisan ini mengungkapkan bahwa kebijaksanan tersebut telah secara aktif menggalakkan pertanian padi dan dewasa ini tercapai hasil-hasilnya yang cukup memuaskan. Program intensiflkasi padi (Bimas) yang dengan memberikan kredit produksi dan bantuan lainnya, perbaikan varitas padi, serta kebijaksanaan harga beras telah menempatkan posisi beras menjadi kian penting daiam pemenuhan bahan makanan pokok maupun perbaikan pendapatan petani. Sedangkan, program produksi bahan makanan lainnya; jagung, ubi kayu, kacang kedeiai, dan tebu, kurang mendapatkan perhatian yang memadai.
