Non-Agricultural Activities in Rural Areas : A Global Analysis by Means of a Social Accounting Matrix

Abstract

Bagi daerah pedesaan, khususnya yang termasuk miskin, bentuk kegiatan non-agricultural mempunyai arti penting untuk memperbaiki kondisi ekonominya. Dalam menganalisa berbagai persoalan yang ada di dalam sektor non-agricultural tersebut maka perlu mendapat perhatian atas variable-variable dari arah penawarannya seperti misalnya kredit, latihan ataupun fasilitas-fasUitas lainnya. Hal ini dapat mencegah penetapan berbagai kebijaksanaan yang tidak efektif, yang secara nyata dimulai dari penetapan jenis-jenis kegiatan non-agricultural yang sedang dilaksanakan dalam pasarpasar yang memiliki "excess-supply". Oleh sebab itu, hambatan dari segi permintaan harus pula dimasukkan di dalam perhitungan. Tulisan yang bertujuan untuk menerangkan kesempatan bagi pembangunan kegiatan non-agriculturan di dalam situasi hambatan-hambatan permintaan ini, mempunyai arti penting khususnya dalam analisa-analisa ekonomi regional. Untuk memperoleh kerangka analisa yang konsisten dan koheren maka disusun "social accounting matrix " yang secara lebih jelas dapat diikuti dalam pembahasan berikut ini selengkapnya.
