Abstract

For the attempt do decide relatively more objective financial policies, this paper applys the methodologies of investment and financial sources planning for regional planning. Being aware that the development plannings, both in national and regional scales, by and large depend on the ability of financial sources or investment fund, this paper takes the approach of the planning based on the Incremental Capital Output Ratio (ICOR) method and Partial method, so that we may be able to determine the needs of investment as well as the estimation of financing sources by sectors.
