Abstract

Masalah bantuan kredit dan pelayanan untuk peningkatan produksi pertanian pada umumnya belum menjangkau sebagian besar kalangan petani kecil. Dari laporan Birowo (1977) di dalam "case study" pedesaan diJawa Barat terlihat hanya 30% para petani yang mendapatkannya. Padahal petani-petani tersebut sebenarnya termasuk produsen yang relatif besar apabila dipandang bahwa mereka secara kolektif menguasai sekitar 80% tanah pertanian
