Abstract

Perbedaan pengelompokan antara pendekatan 'Labour force' dengan pendekatan pemanfaatan angkatan kerja diterangkan. yaitu di mana menurut pendekatan pertama para penganggur adalah kelompok sisa (residu). Sedang menurut pendekatan terakhir justru kelompok yang dimanfaatkan penuh (atau mereka yang bekerja penuh j jadi kelompok sisa. Dalam tulisan ini pengelompokan adalah sebagai berikut : pengangguran terbuka, pemanfaatan kurang karena jumlah jam kerja yang rendah, pemanfaatan kurang karena pendapatan (gaji) rendah, dan pemanfaatan cukup. Pengelompokan tersebut dibahas lebih lanjut dan ditunjukkan pula implikasi-impolikasi kebijaksanaan yang berlainan menurut tiap kelompok pemanfaatan kurang.
