For one thing, in many cases the cities labelled "overgrown" are often much smaller than cities in some countries which are not considered in any way to be too large. However, these cities which are catagorized as "overgrown" often grow at a much faster rate than the latter kind. This characteristic of the relatively large and fast-growing city is called "primacy".
