Instrumentos de politica para el control de la contaminacion en los paises en desarrollo

Abstract

¿Cuáles son las estrategias apropiadas para proteger el ambiente en países en desarrollo que al mismo tiempo buscan promover el crecimiento y reducir la pobreza? Este artículo revisa la literatura acerca de la intervención costoefectiva,2 comparando los instrumentos regulatorios y fiscales que pueden ser empleados con el propósito de reducir la contaminación. Los autores examinan lo que ocurre cuando las características propias de un país en desarrollo se mezclan con el problema corriente de política y muestran que los instrumentos indirectos pueden ser efectivos cuando el monitoreo y la obligatoriedad son muy costosos. Tienen dos razones para discutir los temas distributivos: el efecto sobre la pobreza puede requerir particular atención por razones de equidad, y el electo sobre los grupos con intereses creados puede determinar la probabilidad de que las reformas permanezcan o no.
