El sector informal en Colombia: realizaciones y posibilidades

Abstract

This article shows that with the exception of Sena (the National Apprentice Service) government policy has not provided the informal sector of the economy with the assistance of deserves. Aid has been more forthcoming from the non-profit sector and especially from the private foundations. The article demonstrates, using partial information derived from the microenterprise projects, that the 1984 national plan for the development of small enterprises had minimal impact. Finally a case is made for the development of targeted policies within a general framework which place special emphasis on demand and on commercialization.
