Визначення Рівня Аномально Низької Ціни: Приклад України

Abstract

Випадки аномального зниження ціни під час аукціонів в системі Prozorro привертають увагу дослідників та реформаторів. Метою цієї роботи є визначення аномально низької ціни в системі закупівель України і створення методології та рекомендацій з попередження негативних наслідків, спричинених наявністю аномально низької ціни. Максимальний крок для аукціону (згідно методології Світового банку для визначення аномального низьких цін) був визначений для двох груп аукціонів: з двома і більше учасниками, а також трьома і більше учасниками на основі логіт та лінійної регресій. Також, були визначені сектори (згідно кодів CPV) з найбільшою ймовірністю аномальних низьких цін.
