Health reforms in Romania: Harvard flagship approach

Abstract

The purpose of this paper is to explore the health care system in Romania: from the very beginning, when the country has moved from a Semashko system and started to provide new reforms, until the present day. Through analysis of five main control knobs, this paper highlights the changing health status of Romanians between 2010 and 2016, comparing the citizen satisfaction and financial protection of Romanians and Ukrainians in 2010 and 2016. Reforms in Romania provided better sanitation facilities, an increase in life expectancy, and a decrease in the number of smokers and mortality rate. Additionally, the citizen satisfaction from the health care system is much higher; citizens have become satisfied with their financial possibilities and have started to spend more on health. Nevertheless, despite all the reforms, the Romanian healthcare system is underfunded, inefficient, and corrupt, with limited accessibility and will have many challenges in the future.
