A visegrádi országok felkészültsége a GMU-csatlakozásra
[Tension in the Visegrád countries over EMU accession]

Abstract

Az elmúlt évben változás következett be a visegrádi országok Gazdasági és Monetáris Unióhoz (GMU) való csatlakozása tekintetében. A négy országgal együtt csatlakozó új tagállamok ma már mind tagjai az európai árfolyam-mechanizmusnak (ERM-2), és 2007re akár beléphetnek a GMU-ba. Ennek hátterében a kiindulási helyzet mellett az eltérő pénzügypolitikai megoldások állnak. A következő évek kihívásai közé tartozik az inflációs szintek alacsony szinten tartása, illetve - az EU-csatlakozás többletkiadásai és a térséget jellemző modernizációs szükségletek miatt az államháztartásra nehezedő nyomás mellett is - a feszes fiskális politika fenntartása. Mindez valamennyi újonnan csatlakozónál felveti az államháztartási reform szükségességét. Az eltelt évek a közös európai monetáris politika működőképességét igazolják, az euró stabilitást hozott a kontinens életébe. Az eurózóna teljesítménye mindemellett elmarad az Egyesült Államok gazdasági fejlődésétől nemcsak a reálgazdaság, de a nominális mutatók szempontjából is. Ez arra figyelmezteti a visegrádiakat, hogy az eurózóna felzárkózó gazdaságok számára jelentette előnyei mellett bizonyos strukturális reformok megtétele elkerülhetetlen a stabil makrogazdasági fundamentumokhoz, s nem árt, ha erre már a belépést megelőzően sor kerül. Nem a GMU közvetlen hatásának tudhatók be ugyanis a pozitív fiskális tendenciák, hanem az alkalmazott gazdaságpolitikáknak. Journal of Economics Literature (JEL) kód: E63, E52, F15.
