Abstract

Szemben a globális gazdaság észak-amerikai és távol-keleti erőközpontjaival, Európa versenyképességét az 1980-as évektől már érzékelhetően rontotta a nemzeti érdekek szerint kialakított közlekedésiinfrastruktúra-hálózatok szegmentáltsága, a sokfelé bénító forgalmi torlódásokhoz vezető kapacitáshiány. A kelet-európai rendszerváltásban rejlő gazdasági lehetőségek kiaknázását akadályozta a közlekedés elmaradottsága, az EU-határokon átvezető folyosók, átkelőhelyek alkalmatlansága az ugrásszerűen megnövekedett forgalom bonyolítására. A kilencvenes években sohasem látott méretű nemzetközi infrastruktúra-fejlesztési programok indultak meg az összeurópai közlekedési infrastruktúra-hálózatok kiépítésére, amelyek gigantikus forrásigényét eleinte hagyományos finanszírozási módszerrel igyekezett az Európai Unió kielégíteni, azonban néhány éven belül világossá vált ennek az útnak a járhatatlansága. Cikkünkben röviden bemutatjuk a közlekedési mega-infrastruktúrák finanszírozásában bekövetkezett változásokat, kitérve Magyarországot érintő kérdésekre is, s nem tárgyaljuk a kérdések közgazdasági elméleti hátterét.
