A német gazdaság fiskális politikai kihívásairól
[The challenges of fiscal policy to the German economy]

Abstract

Németország stratégiai szerepet játszott az Gazdasági és Monetáris Unió (EMU) szabályainak kialakításában. Az egyik legnehezebben megszülető szabályozás a monetáris unió létrejötte után nemzeti keretek között maradó fiskális politika korlátainak kialakítása volt. A stabilitási és növekedési paktum keretében végül is 1997-ben az Amszterdamban tartott EU-csúcson elfogadták azt az eljárást, ami révén a túlzott költségvetési hiány szankcionalizálhatóvá vált az eurózónában. Az EMU első három évének eltelte után a Bizottság a német és a portugál költségvetés helyzetét ítélte olyannak, amit figyelmeztetésben kellene részesíteni. A német pénzügyminiszternek sikerült meggyőznie a Bizottságot is és az Ecofin Tanácsot is arról, hogy a GDP 3 százalékát el nem érő költségvetési hiány fog kialakulni a megfelelő intézkedések hatására. A tanulmány ezeket az intézkedéseket tekinti át, valamint azt, hogy a szakértők Németországban mennyire találják megnyugtatónak a pénzügyminisztérium stabilitási programját, illetve a középtávú költségvetési lehetőségeket.
