Szolgálati idő, szabadidő és nyugdíj - ösztönzés korlátokkal
[Length of employment, leisure and pension: incentives with constraints]

Abstract

Ebben a tanulmányban a társadalombiztosítási nyugdíjrendszer két jellemzőjét vizsgáljuk: a nyugdíjjárulékot és a szolgálati időt. Egyszerűsítésként feltesszük, hogy az egyén minden pillanatban vagy teljes időben dolgozik, vagy semmit sem dolgozik: nyugdíjban van. Egy egyszerű optimalizálási modellt állítunk föl, ahol a pillanatnyi haszon a fogyasztás és a szabadidő Cobb-Douglas-függvénye, az életpályahaszon pedig a pillanatnyi hasznok CES-függvénye. További feltevés, hogy az egyéni paraméterek (például a hasznosság fogyasztás szerinti rugalmassága és az élettartam) különböznek a kormányzatitól. Először a kormányzat kiszámítja a számára optimálisnak tűnő nyugdíjjárulékot és szolgálati időt. A kormányzati optimális nyugdíjjárulékot kell az egyénnek fizetnie, ugyanakkor a kormányzat megengedi, hogy az egyén többet/kevesebbet dolgozzon, mint a kormányzati optimum - ,,arányosan" változó nyugdíjért. Fő eredményünk: a hosszabb életet remélő és szorgalmasabb egyén a kormányzati optimumnál többet dolgozik. Mivel a nyugdíjképlet szükségképpen egységes élettartammal számol, a továbbdolgozó egyén több nyugdíjat kap, mint ami valójában járna neki. Ezt az igazságtalanságot csak az ösztönzés tompításával lehet csökkenteni.
