Az euró első éve és a rövid távon várható változások

Abstract

A maastrichti szerződésben megjelölt végső határidőre, azaz 1999. január 1-jére sikerült elindítani a gazdasági és monetáris uniót, az EMU-t. A megvalósulás véget vetett a monetáris unió indokoltságáról vagy indokolatlanságáról csaknem egy évtizede folyó vitának. 2000 derekán már elegendő tapasztalat áll rendelkezésre ahhoz, hogy megpróbáljuk az EMU-val kapcsolatos alapvető kérdéseknek legalább egy részét megválaszolni. E tanulmányban két kérdésre összpontosítjuk figyelmünket. 1. Milyen problémák fakadhatnak abból, hogy miközben a monetáris politika szupranacionális szintre emelkedett, az EMU-t alapító 11 tagország fiskális politikája továbbra is nemzeti hatáskörben marad? 2. Vajon képes lesz-e az Európai Központi Bank (ECB), illetve a Központi Bankok Európai Rendszere (ESCB) az euró értékállóságát biztosítani.
