Az agrárágazat támogatásának néhány összefüggése
[Some interrelations of subsidizing the agrarian sector]

Abstract

A támogatáspolitika az agrárpolitika egyik, az agrárpolitika többi összetevőjéhez szorosan kapcsolódó, az agrárágazat hatékony működését megalapozó eleme. Az adott helyzetben a támogatáspolitika a fejlett ipari országokban szokásos jól szervezett, a piacgazdaság feltételeinek megfelelő agrárrendszer kiépülését és modernizációját szolgáló eszköz is. Az élelmiszergazdaság tevékenységének segítése ugyanakkor a rendelkezésre álló költségvetési források függvényében képzelhető el. Ezért alapvető fontosságú az agrárcélú költségvetési források hatásosabb felhasználása. A támogatásoknak mindenekelőtt az agrárágazat önszervező erői mozgásba lendülését, a saját kockázatú, hosszabb távon sikeres vállalkozások térnyerését kell megalapoznia. Így az agrárpiacépítést, a piaci szereplők hatékony önálló piaci fellépését a részpiacok áttekinthetőbbé tételét, informáltságuk javítását. A cikk nem arra a kérdésre keresi a választ, hogy mennyire vagy elégséges mértékben támogatotte a magyar agrárágazat. Azokhoz a szakmai körökben megindult agrárpolitikai elemzésekhez kapcsolódik, amelyek a szubvenciós rendszer lehetséges főbb összetevőit, illetve a jelenleginél hatékonyabb támogatási szisztéma céljait és módszereit próbálják feltárni.
