A nemzetgazdasági és regionális konvergencia mozgatórugói és váltómozgása az Európai Unióban
[The drivers of and shifts in national and regional convergence in the European Union]

Abstract

A tanulmány azt vizsgálja, hogy az átlag alatti fejlettségi szintről induló európai uniós tagállamokban az elmúlt három évtizedben a nemzetgazdasági felzárkózással párhuzamosan milyen belső regionális tendenciák voltak megfigyelhetők az egy főre jutó GDP tekintetében. A tapasztalatok szerint az úgynevezett váltómozgásos konvergencia elméletének jóslatai a legtöbb országban megvalósultak, ugyanis minél gyorsabb volt a nemzetgazdaság egészének felzárkózása, annál nagyobb mértékben növekedtek az országon belüli, az egyes régiók közötti jövedelemkülönbségek. A regressziós elemzés arra is rávilágít azonban, hogy a régiók egy főre jutó GDP-jének relatív szórása 50 százaléknál nem nő nagyobbra, sőt bizonyos fejlettségi szint felett újra csökkenni kezdenek a regionális különbségek. A tanulmány regressziós elemzésekkel megvizsgálja továbbá azt is, hogy a nemzetgazdasági beruházások növekedési üteme, a beruházások összetétele, valamint a külgazdasági nyitottság foka milyen hatást gyakorolt a nemzetgazdaságokon belüli regionális eltérés mutatóira. A nemzetközi tapasztalat az, hogy e makrogazdasági mutatók javulása ugyan nem tudta megállítani a regionális jövedelemkülönbségek növekedését, azonban egyértelműen kimutatható, hogy a nemzetgazdaságok egészének felzárkózására nagyobb hatást gyakoroltak e mutatók, mint a regionális jövedelemkülönbségekre, így ezek mindenképpen pozitív nemzetgazdasági folyamatoknak tekinthetők.
