A felelősségteljes innováció tíz éve az Európai Unió szakpolitikájában
[Ten years of fully responsible innovation in the specialist policy of the European Union]

Abstract

A felelősségteljes kutatás és innováció létrejöttének célja, hogy új perspektívákat kínáljon a kutatás-fejlesztés és innováció (K + F + I) folyamatának és eredményeinek kezelésére. A felelősségteljes kutatás és innováció a szakpolitikai és tudományos területen egyaránt egyre nagyobb hangsúlyt kap. Bár a felelősségteljes kutatás és innováció meglehetősen új fogalomnak tekinthető, az általa leírt probléma korántsem új keletű: több évtizedre visszavezethető a gyökere, azonban az európai uniós szakpolitikában csupán az elmúlt tíz évben jelent meg. Tanulmányunk célja, hogy a felelősségteljes kutatás és innovációnak az Európai Unió szakpolitikájában való megjelenése tizedik évfordulója alkalmából áttekintést nyújtsunk e szakpolitika történeti hátteréről, jelentőségéről és értelmezéséről. A tanulmányban az ELSA, a Horizont 2020 és a Horizont Európa szemszögéből vizsgáljuk e szakpolitika történetét és jelentőségét az Európai Unióban.
