Alapnyugdíj és pontrendszer. A társadalombiztosítás öregségi nyugdíjrendszerének egy lehetséges modellje

Abstract

Ez a tanulmány a Nyugdíj és Időskor Kerekasztal (NYIKA) keretében végzett közös kutatásunk eredményeinek összefoglalása, Augusztinovics Mária legutolsó munkáinak egyike. A NYIKA 2007 és 2009 közötti időszakban azt vizsgálta, hogy milyen változatokat tart lehetségesnek a működő nyugdíjrendszer elkerülhetetlen reformjának megvalósítására. Ezek között mi egy olyan rendszer kidolgozását javasoltuk, amelyben a társadalombiztosítási nyugdíj egy része alapnyugdíj, míg a másik rész egy szigorúan járulékfüggő nyugdíj lenne. Az alapnyugdíj bevezetése mindenekelőtt a végletes időskori szegénység elkerülését szolgálná, de egyúttal lehetővé tenné a munkát terhelő járulékok jelentős mértékű csökkentését is. A járulékfüggő nyugdíjat pontrendszerben terveztük, aminek célja a járulékok és a nyugdíjak közötti közvetlen kapcsolat megteremtése, valamint az automatikus indexálás megvalósítása. Emellett fontosnak tekintettük azt is, hogy egy ilyen rendszerben a biztosítottak minden életszakaszban felmérhetik, hogy mekkora az általuk már megszolgált várható nyugdíj mértéke. A számítási eredmények mutatják, hogy ez a rendszer megvalósítható és fenntartható lenne.* Journal of Economics Literature (JEL) kód: H55, J21, J26.
