A leértékelési veszteség realizálása egy félreértett probléma
[Realization of the losses due to devaluation a problem misunterstood]

Abstract

A szerző az infláció nyomán felmerülő valutaleértékelések államadósságra, illetve a költségvetés ezzel kapcsolatos terheire gyakorolt hatásáról folyó vitához szól hozzá. Egy igen egyszerű modell segítségével igazolja, hogy az ún. leértékelési veszteség realizálásával kapcsolatos aggodalmak jórészt az államadósság nominális és reálértékű számbavételének összekeverésén alapulnak. Annak megítélését, hogy milyen makroökonómiai hatásai vannak az államháztartás és a jegybank egymás közti elszámolásainak, megnehezíti a külföldi államadósság MNB-hez való telepítése. Erről tanúskodik a költségvetés jegybanknál lévő adósságai után fizetendő kamatokról folytatott e tanulmány szerzője szerint teljesen értelmetlen vita is. Nem kizárt azonban az sem, hogy a leértékelési veszteség elszámolásával kapcsolatos félreértések mögött a jegybank szerepével, illetve a jegybanki önállóság természetével kapcsolatos tisztázatlanságok húzódnak meg.
