Czynniki behawioralne doboru źródeł finansowania inwestycji infrastrukturalnych w gminach województwa małopolskiego

Abstract

Problemem badawczym są uwarunkowania podejmowania przez gminy infrastrukturalnych projektów inwestycyjnych oraz czynniki skłaniające je do pozyskiwania dodatkowych (zewnętrznych) środków ich finansowania. W artykule dokonano krytycznej analizy i syntezy prezentowanych w literaturze przedmiotu uwarunkowań doboru źródeł finansowania projektów inwestycyjnych gmin. Na tej podstawie wskazano pięć czynników techniczno-ekonomicznych, mających wyjaśniać decyzje gmin w tym zakresie. Badania empiryczne, zrealizowane w gminach województwa małopolskiego, doprowadziły do wniosku, że wskazywane w literaturze przedmiotu uwarunkowania doboru źródeł finansowania projektów inwestycyjnych gmin nie wyjaśniają w pełni decyzji gmin województwa małopolskiego w tym zakresie. Wniosek taki wskazuje na potrzebę poszerzenia zakresu badania i uwzględniania czynników behawioralnych.
