Auswirkungen von Finanz- und Wirtschaftskrisen auf die wirtschaftliche Entscheidungsfreiheit

Abstract

In diesem Beitrag wird untersucht, welchen Einfluss Finanz- und Wirtschaftskrisen auf den Grad der wirtschaftlichen Entscheidungsfreiheit («economic freedom») ausüben. Die Analyse beruht einerseits auf einer Fallstudie der skandinavischen Bankenkrise der neunziger Jahre, andererseits auf Panelschätzungen mit Daten einer Vielzahl von Volkswirtschaften («Länderpanel»). Die Ergebnisse deuten darauf hin, dass im Nachgang zu einer Banken- bzw. Finanzkrise der Grad der Wirtschaftsfreiheit auf kürzere Frist abnimmt, längerfristig aber eher ansteigt. Demgegenüber führt eine Wirtschaftskrise, d.h. eine hohe «Produktionslücke», längerfristig zu einer Reduktion der wirtschaftlichen Entscheidungsfreiheit; auf kürzere Frist gilt dies nur für gewisse Dimensionen der Wirtschaftsfreiheit. Die aktuelle Finanz- und Wirtschaftskrise, die in Art und Ausmass in der Nachkriegszeit einzigartig ist, beeinträchtigt vermutlich die Wirtschaftsfreiheit etwas stärker als man aufgrund der empirischen Resultate dieser Studie erwarten würde.
