Was "V" for Victory or Votes? A Public Choice Analysis of World War II Federal Spending

Abstract

Several studies on the New Deal have found that political factors played a significant role in determining 1930s federal spending. This suggests that federal spending was not captured by special interest groups and self-interested politicians recently, but rather, that it has been affected by these factors since the "era of big government" began. We examine the military emergency of the 1940s to determine whether federal spending during this crisis was similarly affected by politics. Copyright 2003 by Kluwer Academic Publishers
