Possible Impacts Of Park Pricing Policies: The Case Of Blue Lined Area In Genoa

Abstract

The assessment of the effects of a parking policy is a very complex problem and requires the definition of methodologies and interpretative schemes which can not ignore the urban structure of the city in which the parking policy is applied. Concerning this, the study defines an interpretative scheme, replicable where there are similar conditions, allowing the effects of the Genoa parking policy to be assessed (Blue Lined Area). On the basis of available data1 and surveys, the transformations induced in a specific zone of the city-centre by the Blue Lined Area (BLA) have been studied. Concretely, the interpretative scheme is organized in two lines of analysis, direct and indirect, which aim at investigating both the changes of citizens’ movement habits and dynamic variations of variables mainly influenced by parking policies (i.e. parking supply, traffic volumes, public transport performance).
