Die politische Rolle der amtlichen Statistik in der ehemaligen DDR / The Political Role of the Central Statistical Office of the Former GDR

Abstract

This report presents some results of a study on the basis of many internal GDR documents, unknown until recently. They reveal that the CSO was misused as an instrument of propaganda by the party to an extent hitherto hardly imaginable, that some of the very few data the CSO was allowed to publish were not so trustworthy as western analysts supposed and that data on the GDR foreign trade with capitalist countries reported to international organisations were deliberately “corrected” by the political leaders. The conclusion drawn is that neutrality and independence of statistical offices is an essential in democracies.
