El gobierno como promotor del cambio tecnológico: un modelo de crecimiento con aprendizaje

Abstract

En el presente trabajo se desarrolla un modelo de crecimiento endógeno en donde el gobierno interviene como promotor de la generación de tecnología, a través del ejercicio de su gasto. Se caracteriza el equilibrio macroeconómico que es consistente con el proceso de aprendizaje sobre las preferencias de los agentes y se establece el nivel del gasto de gobierno, dirigido a la generación de nuevas tecnologías, que maximiza el bienestar económico de los agentes cuando están sujetos a dicho proceso de aprendizaje. Uno de los principales resultados de esta investigación es que existe un impacto positivo sobre el crecimiento económico cuando el gobierno interviene como promotor del cambio tecnológico. Asimismo, los impactos en el bienestar económico por cambios en el gasto, los impuestos y los precios son evaluados. Por último, se realiza una calibración del modelo en donde se determina el nivel de gasto de gobierno que genera un cambio en las condiciones tecnológicas./ This paper is aimed at developing an endogenous growth model in which the government acts as a promoter of technology generation through its spending. The macroeconomic equilibrium that is consistent with the learning process of the agents’ preferences is characterized and the level of government spending, intended to generate new technologies, that maximizes the economic welfare of the agents when they are subject to such learning process is established. One of the major findings of this research is that there is a positive impact on economic growth when the government acts as a promoter of technological change. Moreover, the impacts on economic welfare from changes in spending, taxes, and prices are assessed. Finally, there is a calibration of the model in which the level of government spending that generates a change in the technological conditions is determined.
